Monitoring and Evaluation Specialist

Immigrant Services Calgary is seeking an experienced Monitoring and Evaluation (M&E) Specialist to support ISC in setting up a robust measurement and evaluation framework and procedure. The specialist will be tasked to work on the planning, design, and development of the M&E framework and procedures, consolidation and analysis of the monitoring results, and building dashboards to highlight programmatic and organizational successes and areas for improvement.

Scope of Work:

Phase 1 – Analysis and Piloting (6 months)

• Assess the various programs from an M&E perspective (assess M&E resources, strategy, projects, impacts, etc.)
• Conduct meetings with senior executives and team members of the programs to better understand their requirements and expectations
• Identify areas of improvement
• Develop a reliable M&E Framework that will include:
o M&E themes
o Objectives and indicators
o Methods of achieving objectives
o Measurement and assessment of outcomes
o M&E activities to be conducted per project
o Timelines & ownership associated with M&E activities
o Tools required to activate the framework
• Define the structure, data collection frequency, and data collection methodology for the M&E framework indicators
• Define the policies and procedures to govern the application of the M&E Framework
• Issue periodic M&E and status update reports
• Propose and provide requirements and internal team alignments, project timelines
• Execute a pilot phase to test the theory developed and amend the framework accordingly
• Implement the framework, monitoring procedures, and feedback loop
• Work closely with M&E platform development team, provide requirements, test platform, and communicate with the client
• Train and engage staff on the methodologies/procedures employed for the M&E framework and for its setup in the M&E software

Phase 2 - Resource Engagement (1 year)

• Continue with all operational deliverables of Phases 1, including: collate data through the methods identified in the framework, issue periodic M&E reports, and devise improvement measures
• Oversee the rollout and continuous improvement of the M&E framework
• Produce periodic reports and measurements of project impacts. Assist with funder report writing
• Develop a handover schedule and organize workshops for identified resources

Required Qualifications:
• An undergraduate degree or equivalent in evaluation, social sciences, development studies, social sciences, or other fields related to the scope of the assignment
• At least 5 years of experience in M&E, data collection, data analytics, and procedure designing
• Experience in a non-profit, public health, international development, social development, government, social enterprise or similar context an asset
• Excellent Excel skills; and advanced skills in Microsoft Office and project management planning tools, experience of Microsoft Power BI an asset
• Ability to handle pressure and meet tight deadlines
• Strong analytical, troubleshooting and problem-solving skills
• Promotes the vision, mission, and strategic goals of ISC
• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
• Fast and independent learner, willing to listen and learn
• Willing to work remotely and have stable internet connection
• Advanced verbal and written communication skills in English are required
• Excellent time management and organizational skills
• Effective interpersonal skills
• Knowledge of web technologies and management information systems is preferable
• Good knowledge of project management techniques for planning, monitoring, and controlling
• Experience in research would be an asset.
